The BIS Consultation on 'Skills for Sustainable Growth'

'Skills for Sustainable Growth: A consultation on the future direction of skills policy' was launched by the Department for Business, Innovation and Skills (BIS) in July 2010. As recent RaPAL journals and conference workshops had explored the issues covered by the consultation on 'Skills for Sustainable Growth', members of the RaPAL management group contributed to the consultation to reflect the points raised by RaPAL members.

The BIS Consultation, 'New Challenges, New Chances'

Following the 'Skills for Sustainable Growth' consultation, two strategy documents, Skills for Sustainable Growth and Investing in Skills for Sustainable Growth, were published and BIS launched a further consultation on how the strategy should be implemented in August 2011.

The document contains a specific section on the review of literacy and numeracy provision for adults, so it was very important for RaPAL to respond. The proposals for adult literacy and numeracy are on page 25 and the six questions relating to these proposals are on pages 31-32.

Following feedback from members, the RaPAL management group wrote and submitted a response in October 2011.

The European Commission High-Level Group on Literacy

In August 2011, the European Commission set up an independent group of experts to identify ways of raising literacy levels. The group is chaired by Princess Laurentien of the Netherlands, who is a Special Envoy on Literacy for Development for the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Following consultation with RaPAL members, Amy Burgess, Chair of RaPAL, compiled and submitted a response to the EC Consultation in September 2011.

NIACE inquiry

NIACE is currently co-ordinating an independent inquiry into Adult and Youth Literacy in England and employers, policy-makers, practitioners and learners have been invited to submit evidence. As part of the inquiry, NIACE convened a series of expert seminars and RaPAL was invited to contribute to these. This was a great opportunity to make RaPAL's collective voice heard and represent our many members working in diverse settings across England.

2011 Conference

RaPAL's 26th conference was hosted by the University of East Anglia in July and was entitled 'Literacies in place and time: Looking in, looking out, looking back, looking forward'. Keynote speakers were Professor Mary Hamilton, Professor Alan Rogers and Professor Peter Trudgill, and there were a variety of workshops. View 2011 conference materials here ...
